Contract Specialist (Open Continuous)
You will:-Serve as an advisor to program officials in procurement planning activities;-Prepare solicitation documents such as Requests for Quotations, Invitation for Bids, Requests for Proposals, and other supporting procurement documentation;-Perform cost analysis or detailed analysis of all elements of cost in contractor proposals;-Analyze potential problem areas with regard to progress of work, available funds, requests for changes, delays in performance and possible termination actions. You will spend more than 50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
You need a degree or combination of education and experience as described below to qualify for this position.You must possess either a bachelor’s degree from an accredited or pre-accredited college or university OR have completed at least 24 semester hours of course work in certain business-related fields. A. A 4-year course of study leading to a bachelor's degree with a major in any field;ORB. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. OR Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below.To qualify for the GS-11 level, you need to have at least one year of full time experience equivalent to the GS-09 level defined as performing cost/price analysis; requesting past performance evaluations to determine contractor technical capabilities and obtaining audits and pricing reports, where applicable, to determine contractor financial capabilities and develop negotiation strategy. OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below.To qualify for the GS-12 level, you need to have at least one year of full time experience equivalent to the GS-11 level defined as preparing pre-negotiation memorandums and conducting negotiations with potential contractors as well as preparing the competitive range, post negotiation memorandums and the source selection decision documentYour answers to the on-line assessment will be used to evaluate your competencies in the following areas: -Knowledge of contracting procedures, types, and methods;-Skill in using simplified acquisition procedures;-Knowledge of federal laws, regulations, and rules as they relate to the Federal Acquisition Regulations (FAR);-Ability to develop procurement plans;-Skill in oral communication sufficient to provide advice on the appropriate steps in the procurement process;-Skill in written communication to prepare procurement documentation.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FAC-C Level I (Federal Acquisition Certification-Contracting) certification is required the GS-11 and GS-12 levelIf you are selected, you will be required to complete a Confidential Financial Disclosure Form prior to your first day of employment and annually thereafter. This position is designated as Moderate Risk and requires a background investigation.
