As a Human Resources Specialist (Recruitment / Placement) you will:Provide internal and external placement and recruitment services by utilizing automated staffing systems, such as Web-based applications.Provide managers, employees, and job applicants with specific and directly applicable information on the organization's recruitment and placement procedures, practices, policies, and guidelines.Make use of multiple recruiting strategies including special appointment authorities, such as those for the handicapped/disabled, student employees, displaced employees, veterans, overseas returnee, and direct hires to complete placements for the organization.Provide managers, employees, and job applicants with information and interpretations of the agency's recruitment and placement procedures, practices, policies, and guidelines.Review recruitment and placement actions and provide guidance to managers on complex and/or sensitive issues.
Qualify for GS-09: Applicants must have one year of specialized experience at the GS-07 level of difficulty and responsibility in the Federal service as defined in the next paragraph.Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing technical assistance, and operational level support relating to staffing, recruitment, and placement issues; using established procedures to conduct job analysis; using automated human resources systems such as e-OPF, USA Staffing, etc.; drafting vacancy announcements, reviewing and determining applicant qualifications; processing personnel actions, and maintaining accurate HR files; ORCompletion of a Master's degree or 2 full years of progressively higher level graduate education leading to a masters; or LL.B or J.D. from an accredited college or university; ORCombination of graduate level education beyond the first 2 years of progressive graduate study and specialized experience that together meets 100% of the qualification requirement for this position. Qualify for GS-11: Applicants must have one year of specialized experience at the GS-09 level of difficulty and responsibility in the Federal service as defined in the next paragraph.Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience advising management on appropriate laws, regulations, and policies in the field of Human Resources (Recruitment/Placement); developing job analysis, assessments and vacancy announcements; making appropriate applicant qualification determinations; referring eligible candidates for employment consideration and processing personnel actions; ORCompletion of a Ph.D., or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a doctoral degree or LL.M. from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; ORCombination of graduate level education and experience that meets 100% of the qualification requirements for this position.
Qualify for GS-12: Applicants must have one year of specialized experience at the GS-11 level of difficulty and responsibility in the Federal service as defined in the next paragraph.Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience interpreting, providing guidance and assistance to management and employees on Human Resources (Recruitment/Placement) laws, regulations, and policies; using established procedures to conduct job analysis, developing vacancy announcements and determining applicant qualifications; offering advice alternative staffing options or solutions to both applicants and managers and advising management concerning current and future staffing projections.
