Applicants must meet the following qualifications requirements of the Department of Defense single agency Qualification Standard:
Applicants must have successfully completed 4-year course of study leading to a bachelors degree with a major in any field and have completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR is a current employee of the DoD or a member of the armed forces (other than Coast Guard) who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 Sep 2000 or served on or before 30 Sep 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty; OR is a current DoD employee in the Contingency Contracting Force. (The basic requirement is qualifying for the GS-05 grade level position).

Applicants must also possess at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: responsible for program development and oversight of all contracting matters, including analysis and evaluation, and for the development of contracting policies.
Applicants must also possess at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: developing, coordinating, and implementing organizational position on contracting policy matters AND leading in the development of contract strategies, planning workload, and approving contractual and technical performance over the life of a contract.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
