EQUAL EMPLOYMENT SPECIALIST
Provides operating level EEO counseling services for complaints filed by employees, involving senior level officials at the organization. Processes complaints in accordance with AR 690-600, and applicable Federal regulations. Processes and manages formal complaints of discrimination within established time limits. Prepares spreadsheet analysis on the status of formal complaints in process, and monitors the disposition of complaints. Manages Special Emphasis Program as assigned, in accordance with Federal guidelines and office procedures. Performs statistical analysis, and conducts workforce analysis to determine attitude and significant changes in the composition of the workforce. Conducts training sessions about EEO subjects for employees and managers, concerning their rights and responsibilities in the implementation of EEO program requirements. Prepares weekly activities reports and case summaries.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Utilizing methods and techniques for the EEO program, including fact-finding, analysis, investigation, counseling, and resolution of complex problems.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
