Specialized experience must demonstrate the following: 1) Utilizing knowledge of applicable contract laws, regulations, principles, methods, procedures, contract types, special provisions, and incentives to determine the best contractual method for procurement; 2) Identifying and analyzing procurement issues to determine the impact on local procedures; 3) Using contract administration principles to administer and/or negotiate contracts; and 4) Writing activity operating procedures and implementing procurement policy issuances..
