Contract Administrator

Duties

Performs various contract administration functions, including monitoring cancelled funds, performing reconciliation, conducting contract closeouts, maintaining database integrity, determining eligibility, and verifying evidence of contractor progress.Monitors contractor compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.Evaluates contractor compliance with applicable contract clauses, e.g., small business, patent rights, labor laws, and progress reports.Performs final closeout of assigned contracts; e.g., assures delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout of the contract.Assures deobligation of excess funds, and that special test equipment, tooling, and government-furnished property are accounted for.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience: To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-07. Specialized experience is defined as: Experience in contract negotiation and using cost and price analysis techniques.

To qualify at the GS-11 level, applicant must possess one year of specialized experience equivalent at the GS-09 grade level.  Specialized experience is defined as: experience in contract negotiation and using cost and price analysis techniques.  Experience using business and industry practices to assess contractor's ability to perform and experience using cost accounting standards to draw conclusions on contract provisions.

Applicants must meet basic eligibility requirements such as Time in Grade, minimum qualifications, and other regulatory requirements by the closing date of the announcement.

Basic Requirement:

A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

 

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

 

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. Other Requirements:

·This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II  within 24 months of entrance on duty.

·Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

·Two year trial/probationary period may be required.

·Multiple positions will be filled from this announcement.

·May require overtime work.

·Management may select at any grade level announced.

·Relocation/Retention Incentive may be authorized.

·Defense National Relocation Program will not be authorized.

·Ability to communicate orally and in writing.

·Further certification from this announcement may take place up to 180 days beyond the closing date of this announcement.

Discontinued service retirement annuitants (i.e. retired under section 8336(d)(1) or 8416(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. Salary includes applicable locality pay or Local Market Supplement.
