Serves as a Senior Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administration for complex and technical services and/or Construction and A/E programs, in support of the District mission. The incumbent may be delegated a contracting officer's warrant and the full range of responsibilities that accompany Contracting Officer duties and serve as a trainer to other Contract Specialists.
Applies knowledge and utilization of both efficient procurement processes and good business management to ensure timely delivery of goods and services to the customer. Utilizes innovation for strategic decision-making in the acquisition process. Formulates the contracting approach to be taken that will best satisfy the requirement. Determines the type of contract best suited to the requirement, develops by special clauses and terms and conditions applicable to this solicitation. Serves as team leader for all negotiated contract actions; including initial contract award, delivery orders, and modifications during administration. This involves formulating the negotiation strategy, areas of negotiation and consults specialists concerning data submitted by the contractor. Performs cost and price analysis for all negotiations to determine fair and reasonableness of price. Throughout the life of the A/E, supply, and service contracts, maintains liaison with the contractor to interpret contractual obligations and to resolve problems. Terminates contracts for default or convenience and negotiates settlements. Issues cure and show cause notices when the contractor is not in compliance with contract provisions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify for the GS-11 level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09). Specialized experience is defined as performing contracting and procurement work such as: procuring a wide variety of products and services; administering terms and conditions of contracts; follow-up with vendors on delivery, invoicing and payment; performing price/cost analysis to determine price reasonableness; or similar contracting work. In order to qualify for the GS-11 level by substituting education for experience, you must have 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
To qualify for a GS-11 position on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Equivalent combinations of education and experience are qualifying for the GS-11 grade level (i.e. meeting 50% of the specialized experience requirement and meeting 50% of the education requirement would total 100% after adding the percentages).
To qualify for the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 grade level in the federal service performing contracting and procurement work such as: pre-awarding functions which require the use of fixed-price, cost-reimbursement, or a combination of contract methods; conducting negotiations during the procurement process; performing post-award functions and price/cost analysis; or similar contracting work.

Time-in-grade requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of federal service at the next lower grade (or equivalent).
