Human Resources Specialist (Classification/Recruitment & Placement)
You will serve as a Human Resources Specialist working in a Civilian Personnel Advisory Center exercising an expert level of knowledge and skill in applying Human Resources methods, principles and evaluative methods sufficient to advise on and/or resolve highly complex problems. Advise management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs. Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. Process and/or instruct customers on preparation and submission of personnel actions. Write vacancy announcements, and produce referral lists. Verify employment eligibility, qualifications, salary determinations and set pay. Provide position management and classification support to assigned organizations under various personnel systems, advise managers on the position classification process and the use of various classification references and automated tools.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: performing work in providing internal/external placement services to recruit for a variety of federal agency positions; conducting job analysis, issuing promotion and referral certificates for federal positions; and applying classification standards to determine appropriate occupational grouping, title and grade of federal positions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas: - Staffing/Recruitment Programs - HR Management Advisory Service - Classification and Position Management
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 grade (or equivalent).
