-Serve on behalf of the Certifying Officer to ensure all disbursements are proper, legal and correct. -Analyze invoices and vouchers for accuracy, validity, and compliance with regulations in the Guide to Judiciary Policies and Procedures and Federal Appropriations Law. -Review and compare vendor invoices against documentation such as purchase orders and receiving reports. Ensure files are in compliance with contract provisions, price agreements, and include signatures from approving officials prior to applying the final approval on all disbursements. -Closely analyze data to ensure that no errors or overpayments are made. -Research and gather information needed for reconciling discrepancies and/or problems related to invoices and vouchers. Contact vendors and office staff to clarify issues related to invoices or requests for reimbursement. -Ensure the proper budget object class is used and expenditures made are incurred only as specifically authorized. -Review travel authorizations and examine travel vouchers for accuracy and ensure all requests for reimbursement are in accordance with the Judiciary Travel Regulations. Serve as the court unit?s travel card account liaison. -Ensure the integrity of information entered into the Judiciary?s accounting system. Maintain files of vendor purchases and remittance data. -Maintain travel files/records and produce reports that summarize information related to vouchers and supporting documents. -Manage and develop employees involved in financial activities, including assigning and reviewing work, evaluating performance and recommending training and disciplinary actions. Develop and conduct employee performance evaluations. Supervise, delegate and prioritize workload. Identify issues and resolve disputes. -Research and analyze financial questions, problems, trends and areas for efficiency/improvement attributed to the data being developed. Serve as backup to other managers in the unit for a variety of functions. -Assist and train other court employees in the use of accounting systems and internal request systems. -Perform reviews to ensure that the court is in compliance with the Guide to Judiciary Policy , internal controls and generally accepted accounting principles. Prepare documents to identify findings and develop written recommendations for changes. Maintain and update the court?s fiscal manual and coordinate and perform file reviews. -Serve as subject matter expert and ensure employees are kept informed of regulations and procedures issued by the Administrative Office. -Prepare financial reports and work on special projects as requested by the department director. -Occasional travel is required -Other duties as assigned.
-Bachelor's degree in Accounting, Business Administration, Public Administration or equivalent is required. Significant experience in accounting and managing staff may be substituted for degree. -The ideal candidate will have the ability to understand financial accounting systems such as the Judiciary Integrated Financial Management System and have knowledge of government accounting systems and auditing standards. -Candidates should have the ability to show persistence in finishing projects in spite of roadblocks. -Must be detail-oriented, accurate, self-motivated, professional and organized; have great communication and interpersonal skills; and sound judgment. Time management and workload efficiency skills are a plus. -The candidate must be proficient in Microsoft Office including Excel, PowerPoint, and Word. -Finally, the successful candidate should demonstrate the ability to exhibit the quality of judgment and temperament required of an officer of the judiciary, as indicated by integrity, trustworthiness and character. The final candidate will be subject to an extensive criminal background investigation and one-year probationary period. This is an "at-will" position.
