ASSISTANT DEPUTY COMMANDANT, INSTALLATIONS & LOGISTICS (E-BUSINESS & CONTRACTING)
Serve as the "Principal Assistant for Acquisition" to the "Head of the Contracting Activity," (Deputy Commandant of the Marine Corps for Installations and Logistics) as those terms are used in the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) with all the authorities delegated to such principal assistants under the FAR, DFARS and NMCARS. As the senior contracting professional responsible for acquisition policy in the Marine Corps, prescribe and direct the development of and approves policies, regulations and procedures governing all aspects of the Marine Corps field procurement and contracting programs within the framework of applicable laws and regulations. Develop and issue directives to the subordinate commands and activities and provides procedures and oversight to assure that such authority is exercised correctly. Responsible for policy and professional responsibility oversight of all field contracting activities as well as the contingency contracting function for the deployed forces. Direct impact of over $1 billion in annual contract awards; additionally have responsibility for the proper application of the Government Commercial Purchase Card Program used by nearly 1200 Marines and Civilians to purchase over $100 million in goods and services annually. Provide workforce and community management as prescribed by the Defense Acquisition Workforce Improvement Act (DAWIA) as applied to the Marine Corps. Collect data and maintain an automated reporting system for all applicable contract actions and uses this data to satisfy higher level reporting requirements and forecasting of future contracting community staffing and skill requirements. Prepare and monitor the long-term training and development plan associated with the contracting community, both military and civilian of over 600 contracting professionals worldwide.

MANDATORY TECHNICAL QUALIFICATIONS:
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration.
1. Knowledge of contract laws, rules, regulations and practices as applied within the Department of Defense in both a dispersed organizational approach and during contingency operations.
2. Ability to develop and execute acquisition plans for multi-dimensional complex procurement actions.
3. Experience managing a decentralized workforce composed of both military and civilian employees in accordance with the principles of Defense Acquisition Workforce Improvement Act (DAWIA).
4. In depth knowledge of the federal Planning, Programming, Budgeting, and Execution process to include all aspects of resource management such as adapting mission to accommodate resource reductions.
5. Ability to establish the vision and create an execution plan for E-Business including integration with the supporting establishment, acquisition community, and the financial management department.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.
1. Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen: The ability to manage human, financial, and information resources strategically.
5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Selected candidate will be subject to a two-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.

1. Be a member of the Acquisition Corps (AC) prior to placement in the position, become a member, or obtain a position assignment waiver from the DACM prior to placement in the position;
2. Meet the Level III Career Field mandatory certification requirements within 24 months after assignment to the position;
3. Have 10 years of acquisition experience, 4 of which were in a critical acquisition position; and
4. Execute a CAP Service Agreement prior to assignment to the position.
