DutiesDevelops scope of work and specifications in conjunction with technical personnel.Researches applicable regulations and directives in relation to contract negotiation, pre and post award to insure that general provisions meet set requirements.Participates in special procurement evaluations, studies, and analyses. Basic Requirements for 1102 series, GS-12
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. And;
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe:At least four years of experience in contracting or related positions.At least one year of specialized experience defined as: planning, negotiating, awarding, and administration of complex cost reimbursement instruments, indefinite delivery-indefinite quantity, and firm fixed price contracts using negotiation, as well as simplified acquisition procedures such as blanket purchases agreements, purchase orders, GSA contract orders, and government purchase cards; managing the procurement cycle from receipt of procurement requirements through the solicitation, award, administration, termination and contract close-out; and providing advice regarding the source and method of acquisition of materiel, services, and local procurement and contract review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:Knowledge of contractual laws, regulations and procedures applicable to the acquisition and contract administration. Knowledge of various contracting methods and procedures.Knowledge of program objectives, technical terminology, and uses of equipment or services. Knowledge of commercial and industrial business practices as they relate to contract program management.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 grade (or equivalent).

In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.
Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved.
