As a Budget Analyst, GS-0560-9/11, you willaccomplish budget formulation, trend analysis, and execution evaluation of federal funds provided by the ANG and other Department of Defense (DoD) components to the assigned unit. This position is independently responsible for the overall budget function in organizations, as determined by the Financial Manager. Accomplishes budget functions in support of state and federal ANG operations, training, and readiness missions.
General Experience: Must have a validated understanding of the basic principles and concepts of the occupational series and grade; Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Skilled in applying procedures and directives by reading and interpreting program material. Budget Analyst, GS-0560-09 (Trainee): Must have one year on the job experience in the GS-07 grade; Additionally, must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. Must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Budget Analyst, GS-0560-11: Must have one year on the job experience in the GS-09 grade; Additionally, must have at least 24 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. Must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. TRAINEE POSITION: Applicants not meeting full qualifications for the GS-11 position indicated above may be considered for GS-09 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-11 upon meeting full qualifications and recommendations of supervisor. Required Education: Must have a high school diploma. An undergraduate degree from an accredited college/university is optimum. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
