Human Capital Specialist (Recruitment and Placement)
The incumbent is responsible for providing substantive advisory and technical support services to the GPO managers and employees in the areas of recruitment, staffing and placement, and compensation. The work performed supports a national Human Capital (HC) program and provides central office support for Human Capital.
Principal Duties:Participates as a consultant in designing and planning a future workforce that is responsive to changes in business practices brought on by skills imbalances, technological advances and labor market competition. Researches the qualifications and skills needed and conducts job analysis to distinguish truly well qualified applicants. Explains regulations, procedures, and determination to inquiring employees, candidates, and supervisors. Prepares or completes necessary documents and case files on personnel actions. Orients new, high level employees on civil service and agency personnel policies, rules, regulations, rights, benefits, services, and related matters.Provides operational and advisory services on recruitment and placement actions requiring identification and analysis of management staffing problems and development of solutions considering the total personnel management viewpoint.Advises management on recruitment strategies, sources and special programs. Assists management in the development of crediting plans to determine knowledge, skills, and abilities, and other characteristics necessary for the recruitment and placement of well-qualified candidates in internal or external competitive staffing actions.Writes, classifies, and grades blue and white collar position descriptions in accordance with Office of Personnel (OPM) standards.Provides position management and classification advisory services to supervisors, managers and employees of assigned organizations. Advises employees and managers on the position classification process.Advises on position management policies including supervisory rations, appropriate use of assistant and leader positions, fragmented organizational structures job restructuring, and impact of planned reorganizations to positions or employees.Assists management with planning reorganizations and provides recommendations for improvement in position and organization structure considering the full range of life cycle requirements.Conducts full scale desk audits, documenting methods, findings, and recommendations.Provides technical advice and guidance to business units and HR staff on compensation flexibilities, regulations, and calculations.Provides assistance on pay, premium pay and leave administration principles, concepts, and practices, including blue collar and multiple pay systems and authorities.Participates in the completion of special individual or group projects design to improve HR services, processes, or methods.Analyzes information, summarizes findings, and recommends solutions or interventions as appropriate.Performs other related duties as assigned.
To qualify for this position, you must meet the following requirements:
Experience for the PG-11
One (1) year of specialized experience at the PG-09 (or equivalent) level or higher. Examples of qualifying specialized experience include: researching, providing guidance, interpreting and applying a variety of human resources regulations to perform operational functions in the following areas: position management, classification, compensation and recruitment and placement, and/or workforce planning; developing Merit Promotion or Delegated Examining Vacancy Announcements and Referrals in an automated HR system (i.e. USA Staffing or similar); researching position qualifications an skills needed, and conducting job analysis with an SME in order to distinguish categories of qualified applicants; querying, retrieving, and analyzing information using an automated HR database in order to complete a wide variety of competitive and non-competitive personnel actions and appointments (i.e., EmpowHR, eOPF or similar); setting pay in accordance with applicable pay-setting laws for a variety of employees in various pay systems; and establishing or reaffirming positions using Position Classification Standards. OR have a Ph.D or equivalent doctoral degree OR have completed three (3) full years of progressively higher level graduate education leading to a Ph.D degree, or equivalent doctoral degree in a field related to this position; OR LL.M if related. Experience for the PG-12:
One (1) year of specialized experience at the PG-11 (or equivalent) level or higher. Examples of qualifying specialized experience include: researching, providing guidance, interpreting and applying a variety of human resources regulations to perform the operational functions of recruitment and staffing, classification, and compensation; applying analytical and diagnostic techniques along with qualitative and quantitative management regarding problems and issues; providing expert technical guidance in a variety of areas such as compensation determinations, position management, classification, recruitment and staffing, and/or workforce planning; and advising management officials in the full scope of human resources functions to include program options and flexibilities.
TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must meet applicable time-in-grade requirements to be considered eligible.One year of experience at the PG-09 grade level or equivalent grade level of federal service is required to qualify for the PG-11 level.One year of experience at the PG-11 grade level or equivalent grade level of federal service is required to qualify for the PG-12 level.
