Who May Apply:Current, Permanent Federal employees This position serves as the Recruitment and Placement HR Supervisor within the Human Resource Management Service for the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC) in White City, OR. and provides advisory services to management, which may involve a wide variety of complex staffing topics. This position independently executes all phases of staffing and placement for assigned Service Lines. Incumbents are responsible for and applies a comprehensive knowledge in the functional areas of Position Management, Recruitment and Placement, and Compensation/Pay Administration in order to advise and assist management in accomplishing their personnel management responsibilities while adhering to appropriate Labor obligations for each functionality. The Recruitment and Placement HR Supervisor is responsible for the integration, management and supervision of the internal/external recruitment, which includes Title 5, Title 38 and Hybrid Title 38 selection and placement programs and other personnel process for a group of serviced organizations. Incumbents serve as a technical expert on recruitment and placement, resolving difficult/unusual problems, providing technical advice to managers, human resources specialists and assistants within the service. Plans, organizes, and directs the activities of staffing in the HRMS. In collaboration with the Assistant HR Officer, develops goals, and objectives that integrate organization objectivesPlans, organizes and directs the activites of all recruitment, selection, placement and pay setting actions of employees serviced by the HRMS.Exercises supervision of processing and records functions.Plans work to be accomplished by subordinates, set priorities, and establishes schedules for work completion.Conducts audits of completed personnel actions to confirm compliance with legal and regulatory requirements.
The VA Southern Oregon Rehabilitation Center & Clinics is a Veterans Administration Health Care Facility. It provides primary health care and mental health services to over 18,000 veteran outpatients and approximately 300 residential inpatients. The VA SORCC employs approximately 700 personnel.
White City VA SORCC: Approximately 300 residential rehabilitation beds and a Primary Care/Mental Health outpatient department; Excellent support services are available to include adjunct services for the patient in psychiatric care, substance abuse treatment, evidenced based psychotherapy, and residential treatment; Inpatients: 84% from VISN 20, northern-most VISN 21 and Nevada; 16% from all over the United States; Outpatients: Southern Oregon in general. Namely Jackson, Josephine, Klamath, and Lake Counties though additional veterans receive care at White City from Siskiyou, Del Norte and other counties in Northern California. The outpatient Service Area includes well over 40,000 veterans; VA SORCC emphasizes accessibility to primary and mental health care to our outpatients

Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-0201-11) in the normal line of progression for the occupation in the organization. Physical Requirements: Primarily sedentary work. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.For a GS-12 position, you must have served 52 weeks at the GS-11.
