Management and Program Analyst
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Prepare and conduct program surveys and evaluations to address specific objectives. Perform important segments of the performance audit, review, evaluation or inspection; and identify techniques or methods to use in in gathering data and documentation.Prepare and/or review that work papers are accurate, complete and correct and are prepared in accordance with OAE procedures and the Government Accountability Office Generally Accepted Government Auditing Standards (GAGAS), or the Council of the Inspector General on Integrity and Efficiency Quality Standards for Inspection and Evaluations.Assign segments of the evaluation, review, inspection or audit to team members. Assess and discuss performance with subordinates, provides on the job training, and coaches and mentors others, as required.Drafts surveys and audit debriefs describing results of work and prepares draft audit reports.Prepares various types of reports, briefings and testimony that cover all major financial and management aspects of VA programs. - Perform complex studies, research, and detailed analysis for audit topics that potentially lead to high interest projects.
You must meet the following requirements within 30 days of the closing date of this announcement.Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service. Specialized experience/education for this position includes:Conducting interviews and participating in briefings; collecting, analyzing and summarizing evidence to support conclusions; ANDProviding input to an audit or evaluation report or preparing work papers ANDIdentifying controls over operations and recognizing weaknesses in controls and writing segments of draft reports with appropriate summaries, conclusions and recommendations; ANDResearching laws, regulations, guidelines, and approved procedures to provide findings.OREDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. OR Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. For example, you could have 6 months of experience at the GS-09 level (50 percent of the experience avenue) and 1.5 years of graduate education (27 semester hours) leading to a Ph.D degree or higher.(50% of the education avenue). For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience/education for this position includes:Conducting interviews and participating in briefings; collecting, analyzing and summarizing evidence to support conclusions; ANDProviding input to an audit or evaluation report or preparing work papers; ANDResearching laws, regulations, guidelines, and approved procedures to provide findings.OREDUCATION: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit. OR Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. For example, you could have 6 months of experience at the GS-07 level (50 percent of the experience avenue) and 1 year of graduate education (18 semester hours) leading to a Master's degree or higher (50% of the education avenue).In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks.Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
