This position is located in the in the Department of Health and Human Services with Administration for Children and Families (ACF), Office of Community Services (OCS), Division of State Assistance (DSA).

This announcement may be used to fill multiple positions in multiple locations.
Provides senior technical direction of division staff and establishes policies and procedures for financial integrity system. Plans the conduct of comprehensive audits for DSA grantees. The objective of the audit is to evaluate compliance with program performance standards, to identify fiscal deficiencies, and to assess the risk to Federal funds. Designs financial assessment plans covering program areas where there is a high probability of significant findings or top management interest. Modifies the plan by changing area of emphasis and revising new approaches ad determined by an analysis of preliminary findings.
Audits vary in scope and complexity and may encompass any or all of the following depending on the needs as determined by management:
An examination of financial transactions, accounts, and reports, including an evaluation of compliance with applicable laws and regulations.A review of efficiency and economy in the use of resources.A review to determine whether desired results are effectively achieved.A review of whether program costs are in line with comparable public and private sector costs for similar activities.A review of organizational financial viability.
Evaluates the adequacy and effectiveness of accounting and program controls reflected in policies, systems, procedures, methods and related practice. Develops consolidated report of audit findings. Recommends improvements to program operations where different points of view may be strongly held. Develop special reports as audit progresses, covering program deficiencies where immediate corrective action is required such as recovery of misused funds, further investigation of fraudulent practices, strengthening of program controls, changing work processed, and clarifying the instructions for implementing the program.

For the GS-14 grade level, applicants must have one year of specialized experience at the next lower grade level (GS-13) in the Federal service.
Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and can be demonstrated through the ability to planning and executing audits of grantees, programs, and diversified activities; 2) articulating audit findings; 3) providing technical direction to others performing financial management functions; and 4) establishing policies and procedures to ensure the integrity of financial systems and fiscal reviews.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
Basic Requirements: Applicants must meet A or B below to receive further consideration for this position.
A) Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
B) Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
